Kathleen V. Owens

Assistant Principal of Windsor Mill Middle School

Mrs. Owens began her teaching career in the Harford County Public School System approximately sixteen years ago.  She began by assuming a year long position teaching speech at Jarrettsville Elementary School.  From there, she was a substitute teacher for various elementary schools in Harford County for a period of one year.  For the next six years, Mrs. Owens worked as an instructional assistant at Youth’s Benefit Elementary School teaching reading kindergarten through second grade while working on her Master’s Degree in reading education.

Mrs. Owens has been recognized for her dedication to and passion for teaching and learning.

In 2000, Mrs. Owens moved on to the Baltimore County Public School System.  She taught 6th, 7th, and 8th grades reading at Deep Creek Middle School for five years.  While at Deep Creek Middle, Mrs. Owens also assumed such leadership roles as team leader, reading department chair, SST (Student Support Team) chair, and PBIS (Positive Behavioral Interventions and Supports) chair.  Mrs. Owens was a member of the Deep Creek Middle School’s Leadership and School Improvement Teams.  She wrote a 6th, 7th, and 8th grades Comeback Reading Curriculum to provide identified students with additional, supportive reading instruction.  Mrs. Owens designed a summer reading program specific to Deep Creek Middle.  She was instrumental in developing/managing Deep Creek’s After-School MSA Reading Tutorial Program.

Mrs. Owens was offered and accepted a one-year grant position in the Baltimore County Public School System’s Central Office/Office of Secondary Reading and Language Arts in 2005 as a Reading Resource Teacher.  In this position, Mrs. Owens traveled between nine Baltimore County middle schools who had not met AYP in reading for their Special Education population.  She provided instructional support and assistance to the general and special education reading teachers in these nine schools.

From 2006-2008, Mrs. Owens served as the reading department chair at Golden Ring Middle School.  Also, she taught 6th, 7th, and 8th grades reading classes.  Mrs. Owens was a member of the Golden Ring Middle School’s Leadership and School Improvement Teams.  She sponsored the Book Club and After-School MSA Reading Tutorial Programs at Golden Ring. 

She has been recognized for her dedication to and passion for teaching and learning.  In 2002, Mrs. Owens was awarded the Teacher of the Year Award from the Essex-Middle River-White Marsh Chamber of Commerce.  In 2005, she was nominated for the Baltimore County Public Schools’ Award of Excellence in Education. 

Mrs. Owens has taught an evening/summer course entitled “Reading in the Content Areas-Part 1” to teachers in surrounding Maryland counties for the purpose of maintaining their certification.  In 2005, she wrote and put online the “Reading in the Content Areas-Part 1” course for Baltimore County Public Schools.  This course continues to be offered online to teachers.

In 2002, Mrs. Owens was awarded the Teacher of the Year Award from the Essex-Middle River-White Marsh Chamber of Commerce.

A native of Baltimore, Maryland, Mrs. Owens earned her bachelor’s degree of science in Speech Pathology and Audiology from Towson State University in 1977.  In 2002, she earned her master’s degree in reading education from Towson University. 

Mrs. Owens resides in Harford County, Maryland.  She is married and the proud mother of two grown children.  In addition to her passion for teaching and learning to advance teacher and student growth, Mrs. Owens enjoys spending time with her family, friends, and pets.  She loves to listen to music, read, go to the theatre, and shop!
